1 1 Amend House Joint Resolution 14 as follows:
1 2 #1. Page 1, by striking lines 10 through 22 and
1 3 inserting the following: "equal to its total revenue
1 4 in the base year, or if higher, in any of the three
1 5 preceding fiscal years. This limit is adjusted
1 6 annually for the cumulative percentage rate of price
1 7 inflation or deflation since the base year, and for
1 8 any cumulative percentage population increase since
1 9 the base year. A school district's "population" is
1 10 its full-time equivalent student enrollment. The
1 11 "base year" is the last fiscal year before this
1 12 Article becomes".
1 13 #2. Page 1, by striking lines 26 through 28 and
1 14 inserting the following: "sources, except (1) amounts
1 15 refunded to the payors; (2)".
1 16 #3. Page 1, line 29, by striking the word
1 17 "receipts" and inserting the following: "amounts
1 18 received".
1 19 #4. Page 1, line 31, by striking the words
1 20 "hospital or public utility" and inserting the
1 21 following: "specific".
1 22 #5. Page 1, line 32, by inserting before the word
1 23 "service" the following: "specific".
1 24 #6. Page 2, by striking lines 2 through 11 and
1 25 inserting the following: "federal funds; (6) amounts
1 26 borrowed after approval by vote of the electors; (7)
1 27 amounts borrowed by issuing revenue bonds on which no
1 28 payment can be made from tax revenue; and (8) receipts
1 29 applied to repay money borrowed lawfully, including
1 30 interest."
1 31 #7. Page 2, by striking lines 14 through 16 and
1 32 inserting the following: "or applied as tax credits
1 33 against local taxes."
1 34 #8. Page 2, by striking lines 23 through 27 and
1 35 inserting the following: "effective for no more than
1 36 five fiscal years."
1 37 #9. Page 2, by striking lines 31 through 35 and
1 38 inserting the following: "by the Governor."
1 39 #10. Page 3, by striking line 5 and inserting the
1 40 following: "shall not exceed the sum".
1 41 #11. Page 3, line 9, by striking the word and
1 42 figure "or 3".
1 43 #12. Page 3, by striking lines 10 through 12, and
1 44 inserting the following: "carried over from the
1 45 preceding year."
1 46 #13. Page 3, by striking lines 15 through 20 and
1 47 inserting the following: "benefits, but does not
1 48 include earnings of these trust funds. "Spending"
1 49 includes all payments and transfers into, and excludes
1 50 payments out of, these trust funds. "Net unspent
2 1 funds" excludes these trust funds."
2 2 #14. Page 3, line 22, by striking the word "date"
2 3 and inserting the following: "year".
2 4 #15. Page 3, by striking lines 32 and 33 and
2 5 inserting the following:
2 6 "SEC. 11. If a state law or rule adopted after
2 7 this Article becomes".

2 22 3. To make the adjustment for price inflation or
2 23 deflation, the most reliable index of general price
2 24 inflation in the United States shall be selected in
2 25 good faith as provided by law. The selection of index
2 26 shall not be changed if the change would have the
2 27 effect of weakening the limits. Except for school
2 28 districts, the adjustment for population shall be made
2 29 by using the most recent federal census, but use of
2 30 the most recent federal census estimate may be
2 31 permitted by law."
2 32 #21. Page 5, by inserting after line 21 the
2 33 following:
2 34 " . "Revenue" includes, but is not limited to,
2 35 all taxes, fees, charges, assessments, and other
2 36 receipts of the state and local governments, except
2 37 amounts expressly excluded by section 2, 3, or 9 of
2 38 Article XIII. Amounts transferred between governments
2 39 are counted as revenue only once.
2 40 . "Fees voluntarily paid for specific services"
2 41 includes fees for hospital, recreation, public
2 42 utility, and similar services, but does not include
2 43 any tax, assessment, toll, or filing, permit,
2 44 registration, or license fee."
2 45 #22. Page 5, by striking lines 29 through 34 and
2 46 inserting the following: "included with county
2 47 governments."
2 48 #23. Title page, by striking lines 3 through 6 and
