December 2, 1996; First and Only Meeting
- Background.
- The Interpretive Services Interim Study Committee was created by the Legislative Council, authorized for one meeting date during the 1996 interim, and provided a charge of evaluating the access to and quality of interpretive services provided for persons who are deaf or hard-of-hearing, and of reviewing related research conducted by the Deaf Services Commission of Iowa.
- Members and Presentations.
- The Committee approved as Co-chairpersons Senator Elaine Szymoniak and Representative Joseph Kremer. Also serving on the committee were Senator Nancy Boettger, Senator Dick Dearden, Representative Linda Nelson, and Representative Rosemary Thomson. Presentations at the meeting included the following:
- Ms. Kathryn Baumann-Reese, Deaf Services Commission of Iowa. Ms. Baumann-Reese presented a summary of access and quality issues, the impact of federal legislation on the demand for interpretive services, current Deaf Services Commission interpretive and educational services, and, with Mr. Jerry McKim of the Department of Human Rights, discussed the results of an interpretive services needs assessment survey.
- Mr. Jim Hanson, past Supervisor of Services for the Deaf in Vocational Rehabilitation. Mr. Hanson provided an historical overview of the evolution of interpretive services, and discussed the need for some form of state certification for interpreters.
- Ms. Jeananne Hagen and Ms. Tammy Adkins, Iowa Department of Education, and Ms. Marcia Gunderson, Iowa School For the Deaf. Ms. Hagen, Ms. Adkins, and Ms. Gunderson discussed the need for and role of interpreters in education, and training requirements and assessment standards.
- Mr. Ralph Childers, Vocational Rehabilitation. Mr. Childers addressed access, quality, cost, and certification issues with respect to interpretive services in other states, and interpretive services within the context of vocational rehabilitation.
- Ms. Donna Chandler and Ms. Carol Collier, University of Iowa Student Disability Services. Ms. Chandler and Ms. Collier discussed the variety of interpretive services provided for deaf and hard-of-hearing university students, interpreter qualifications, and the impact of certification on access to interpreters at the university.
- Discussion.
- Committee discussion centered on reconciling the need for some form of certification with the impact of imposing certification requirements on interpreter availability. It was determined that there is a need to assess what interpretive service resources currently exist and the range of alternative certification methods, and that while some minimum interpretive service standard appears necessary, it is unclear what that standard should be and whether it can or should fit every situation. There was consensus that at this time it is premature to establish rigid, statewide certification requirements.
- Recommendation.
- That the Deaf Services Commission work with other agencies and the Legislative Service Bureau to develop a bill to be sponsored by the Interpretive Services Study Committee and included in the Committee's Final Report. The bill shall establish a statewide Task Force comprised of the Deaf Services Commission, the Department of Education, the Department of Vocational Rehabilitation, and other interested agencies, organizations, and individuals to develop a diagnostic feedback mechanism to assess current interpreter skill levels. The bill shall include an appropriation to cover the expense of Task Force formation, and diagnostic feedback mechanism development and implementation. The mechanism developed shall be made available at no cost to interpreters undergoing assessment. The Task Force shall submit a progress report containing a recommendation for future action to the General Assembly within one year after formation.

Update from November 1996 Meeting
- Background.
- In the wake of the passage of federal welfare reform measures in August 1996 and based upon directives provided in legislation enacted by the Iowa Legislature's 1996 Session, the Department of Human Services (DHS) established the Iowa Welfare Reform Advisory Group to review federal welfare reform and its impact upon Iowa and to make recommendations for policy makers. The Advisory Group membership includes legislators and representatives of state agencies, local agencies, churches, businesses, and welfare recipients.
- Early Implementation.
- One of the options in the federal legislation allows the state to begin implementation of the state's welfare initiative prior to July 1, 1997. DHS interprets an enactment from the 1996 Session as authorizing a decision for the early implementation to be made prior to the convening of the 1997 Iowa Legislative Session. The Advisory Group recommended early implementation and the Governor signed revisions to Iowa's welfare program plan which was submitted mid-November 1996 to take effect at the beginning of January 1997. The early implementation date is used as the starting point for many provisions of the federal Act, including funding changes and the beginning of the time limits on receipt of welfare benefits by individual families.
- Public Forums.
- One of the provisions of the federal Act specifies the state must provide a 45-day public comment period prior to the implementation date. Legislative members of the Advisory Group stressed the importance of widespread opportunity for the public to learn details concerning the state's initiative and to provide comment. Based upon this input and the advice of the community development work group of the full Advisory Group, DHS has scheduled public forums as outlined in the schedule. Legislators wishing to learn more about Iowa's implementation of the federal welfare changes may wish to attend the forum in their area. Due to the short time frame, you may note a public forum in your area has already been held prior to you receiving this calendar. The Legislative Service Bureau has a listing of local DHS contact persons for each forum who may be able to provide you with information concerning the forum.
