DHS RESTRUCTURING TASK FORCE

October 21, 1996

Administrative Matters.
Following opening remarks, the Task Force elected Senator Johnie Hammond and Representative Hubert Houser as Co-chairpersons and adopted procedural rules for the Task Force.
Agenda.
Mr. Doug Howard, Department of Human Services, provided an update and summary of recently enacted federal welfare reform legislation. Mr. Marv Weidner, Department of Management, provided an overview of the Council on Human Investment and innovation zones. Innovation zones provide a means for communities to collaboratively plan for children and family services and to work with state government for regulatory and funding flexibility. He reported that three innovation zone projects will be chosen by March 1 and implementation of the projects will take place by July 1, 1997. Representatives of decategorization programs from four DHS clusters including Jasper, Linn, Scott, and Pottawattamie counties provided summaries of their programs and described the variety of funding sources utilized and services provided through this local, flexible system of service delivery.
Discussion.
The members of the Task Force discussed the goals and objectives of the Task Force. The members recommended that the next meeting of the Task Force be used to develop a plan for future work of the Task Force. Members plan to review service delivery "vision" documents originally distributed by the Department of Human Services in January 1996 following an internal planning process in Fall 1995.
Next Meeting.
The next meeting of the Task Force is tentatively scheduled for Monday, November 25, 1996.

PROSPECTIVE MINOR PARENTS PROGRAM ADVISORY COMMITTEE

October 28, 1996

Background.
Senate File 13, as enacted by the 1996 General Assembly, directed that a Prospective Minor Parents Program Advisory Committee be created to carry out duties prescribed in the Act including the development and distribution of a video to be viewed by prospective minor parents, receiving of public input relative to the program, and ongoing evaluation of the program.
Video Update.
Representatives of American Media Inc., the vendor selected to produce the video mandated under Senate File 13, presented a status report on the production process. The members reviewed a draft of the proposed script for the video and discussed possible changes in the script.
Next Meeting.
The next meeting of the Advisory Committee is scheduled for Monday, November 4, 1996. The agenda will include a review and discussion of the final draft of the script for the video and casting for the video.
