ANIMAL AGRICULTURE CONSULTING ORGANIZATION

October 15, 1996

Overview.
The Animal Agriculture Consulting Organization was established pursuant to 1995 legislation to provide recommendations to the Department of Natural Resources regarding the regulation of animal feeding operations. The organization invited persons to provide comments, and discussed a number of issues.
Stricter Rules.
Comments from Mr. Aaron Heley-Lehman, representing various environmental, farm, and citizen groups (Iowa Farmers Union, Prairie Fire Rural Action, Iowa Citizen Action Network, Iowa Citizens for Community Improvement, Friends of Rural America, the Organization to Protect the Environment, the Izaak Walton League, the Sierra Club, and the Iowa Environmental Council) , urged the Department of Natural Resources to adopt stricter rules regarding livestock operations which the groups characterized as "large scale."
Manure Management.
The organization received a report from a subcommittee chaired by Mr. Mark Fridow, dealing with a number of issues, including requiring manure management plans for sales of manure under Iowa Code chapter 200 regulating the sale of fertilizers and soil conditioners; the impact on the integrity of manure storage structures, and specifically lagoons, from erosion and the level of the water table; educational efforts by producer organizations; the possible vulnerability of manure storage structures because of their location in the state; minimum standards for concrete manure storage structures; and methods to identify soil types and water levels. Mr. Fridow stated that the subcommittee is not yet in a position to make recommendations.
Monitoring and Drainage Wells.
The organization received a report from a subcommittee chaired by Dr. Dean Lemke dealing with monitoring wells located near earthen waste storage structures; inspections by the Department of Natural Resources; management practices employed to preclude contaminant movement to aquifers via agricultural drainage wells; and perched groundwater removal and reporting. Mr. Lemke also discussed a number of technical changes and corrections to departmental rules. He concluded by stating that the subcommittee is not yet in a position to make recommendations.

Comments from Mr. Don Paulin, Department of Natural Resources, regarding efforts by a subcommittee examining the definition of adjacency.
Next Meeting.
The next meeting of the committee is scheduled for November 13, 1996.

HEALTH REGULATION TASK FORCE

October 16, 1996

Background.
The Iowa Health Regulation Task Force was established by the Iowa Department of Public Health to review health regulation in Iowa and to make recommendations to the Governor by December 1996 for appropriate changes to improve health care access, cost, and delivery. The Task Force grew out of a health care regulation conference sponsored by state government and private sector organizations held in August 1995. The Task Force membership includes legislators, and representatives of business, labor, health care industry, interest groups, and health care regulators. Three committees are focusing on particular aspects of health regulation.
Committee Reports.
Summaries of progress made in the previous meeting were provided by the Health Facilities/Long Term Care, Health Systems and Plans, and Health Professions committee chairs.
Managed Care Quality Assurance.
Mr. Steve Lamb, Vice-President for Public Policy, The National Committee For Quality Assurance (NCQA), provided an overview of the goals and structure of the NCQA, and discussed accreditation and performance measurement functions. The NCQA accredits managed-care plans that voluntarily request a review of their operations and develops performance measures for plans utilizing a system called the Health Plan Employer Data and Information Set (HEDIS).
