When the physician's report has been filed, the county general assistance director shall set a time and place for hearing on the matter, and the county attorney shall cause such patient and the parent or parents, guardian, or person having the legal custody of said patient, if under legal disability, to be served with such notice of the time and place of the hearing as the director may prescribe.
