When a complaint is filed in the office of the county general assistance director, the director shall furnish the county attorney and board of supervisors with a copy and the board shall, by the general assistance director or other agent it selects, make a thorough investigation of facts as to the legal residence of the patient and the ability of the patient or others chargeable with the patient's support to pay the expense of treatment and care, and shall file a report of the investigation with the board at or before the time of hearing.
