Such associations may collect a policy and contingent fee, and such assessments, provided for in their articles of incorporation and bylaws, as are required to pay losses and necessary expenses, and for the creation and maintenance of an emergency fund for the payment of excess losses and no part of such emergency fund can be claimed by any member whose policy expires or is surrendered for cancellation.
