Neither shall any association issue policies of insurance until its articles of incorporation, bylaws, and form of policy shall have been submitted to the commissioner of insurance and if upon examination of same the commissioner finds them to conform to the provisions of this chapter the commissioner shall at once issue to the association a certificate authorizing it to transact an insurance business.
