Pursuant to the proclamation of the Governor, the Honorable
Thomas J. Vilsack, convening the Eightieth General Assembly in
Extraordinary Session, the House was called to order at 10:22 a.m.,
by the Honorable Christopher Rants, Speaker of the House.

Prayer was offered by the Honorable Rod Roberts, state
representative from Carroll County.

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Speaker Rants.

COMMUNICATION FROM THE GOVERNOR

Pursuant to Article IV, section XI of the Constitution of the State
of Iowa, the following communication from Governor Thomas J.
Vilsack was presented and read to the House of Representatives:
