The House met pursuant to adjournment at 8:50 a.m., Gipp of
Winneshiek in the chair.
Prayer was offered by former state representative Vern Schroeder
from Polk County.
The Journal of Thursday, January 30, 2003 was approved.
INTRODUCTION OF BILLS
House Joint Resolution 2, by Jochum, Eichhorn, Elgin, Gaskill,
Connors, Heddens, and Smith, a joint resolution proposing an
amendment to the Constitution of the State of Iowa relating to the
qualification of electors.
Read first time and referred to committee on state government.
House File 98, by B. Hansen, a bill for an act relating to a long-
term care insurance tax credit under the individual income tax and
including a retroactive applicability date provision.
Read first time and referred to committee on ways and means.
House File 99, by Lalk, a bill for an act relating to the recycling
property exemption from property tax and including an applicability
date.
Read first time and referred to committee on ways and means.
House File 100, by Smith, a bill for an act increasing the penalty
for violating the requirements for securing a child under six years of
age during transit in a motor vehicle.
Read first time and referred to committee on transportation.
