  1  1    Section 1.  NEW SECTION.  268.6  IOWA STUDIES –
  1  2 LEGISLATIVE FINDINGS – CURRICULUM – COMMITTEE.
  1  3    1.  The general assembly finds that Iowa students should
  1  4 have an appreciation for Iowa through the study of Iowa's
  1  5 history and government, and Iowa citizens' long and
  1  6 distinguished record of civic responsibility.  There is a
  1  7 fundamental need for Iowa's students to be provided with
  1  8 learning opportunities that assist the students to succeed in
  1  9 society and confer upon them the ability to make their own
  1 10 valuable contributions to Iowa's history.
  1 11    2.  The university of northern Iowa shall develop an Iowa
  1 12 studies professional development plan that shall include
  1 13 professional development materials and training measures to
  1 14 provide Iowa's teachers with effective ways to infuse Iowa
  1 15 studies into their classrooms.  The materials developed shall
  1 16 include an active and innovative Iowa studies learning
  1 17 curriculum designed to be incorporated into the social studies
  1 18 requirement under section 256.11, subsections 4 and 5, for
  1 19 Iowa's secondary students.  The curriculum shall include
  1 20 lesson plans covering Iowa history, civics, Iowa government,
  1 21 and Iowa heritage studies.  The curriculum developed shall be
  1 22 at least one-eighth of a unit of credit.
  1 23    3.  a.  The dean of the college of education at the
  1 24 university shall establish an Iowa studies committee to do the
  1 25 following:
  1 26    (1)  Work to inform Iowa's accredited schools and area
  1 27 education agencies of the Iowa studies professional
  1 28 development plan, including how to effectively utilize the
  1 29 curriculum developed pursuant to subsection 2.
  1 30    (2)  Develop partnerships with organizations such as
  1 31 nonprofit history or humanities organizations, civic
  1 32 organizations, libraries, and the business community to
  1 33 support and promote Iowa studies statewide.
  1 34    (3)  Establish evaluation criteria for the Iowa studies
  1 35 professional development plan, including but not limited to
  2  1 teacher and student evaluation, student tracking, and
  2  2 curriculum and plan effectiveness, which may include a survey
  2  3 of student participation in civic activities and involvement
  2  4 in the election process.
  2  5    b.  The committee membership shall be comprised of the
  2  6 following:
  2  7    (1)  The dean of the college of education or the dean's
  2  8 designee.
  2  9    (2)  The secretary of state or the secretary's designee.
  2 10    (3)  The administrator of an area education agency or the
  2 11 administrator's designee.
  2 12    (4)  The director of the department of education or the
  2 13 director's designee.
  2 14    (5)  An individual employed as an Iowa social studies
  2 15 teacher at an accredited school.
  2 16    4.  The university of northern Iowa shall cooperate and
  2 17 work in conjunction with the Iowa studies committee.
  2 18    5.  The department of education shall do the following:
  2 19    a.  Conduct an evaluation of the Iowa studies professional
  2 20 development plan using the evaluation criteria established by
  2 21 the committee.
  2 22    b.  Submit, until June 30, 2007, an annual status report on
  2 23 the utilization of the Iowa studies professional development
  2 24 plan in Iowa's accredited schools to the chairpersons and
  2 25 ranking members of the senate and house committees on
  2 26 education by January 15.  The annual report shall include the
  2 27 number of schools utilizing the plan, including how the
  2 28 fractional unit of credit was integrated into each school's
  2 29 social studies coursework.
  2 30    c.  Submit its findings and recommendations in a final
  2 31 report based upon the evaluation data compiled in accordance
  2 32 with subsection 3 to the chairpersons and ranking members of
  2 33 the senate and house committees on education by January 15,
  2 34 2008.  
  2 35                           EXPLANATION
  3  1    This bill establishes the general assembly's findings with
  3  2 regard to the need for Iowa's students to have an appreciation
  3  3 for the state through the study of its history, government,
  3  4 and long and distinguished record of civic activities and
  3  5 contributions.  The bill requires the university of northern
  3  6 Iowa to develop an Iowa studies professional development plan
  3  7 that includes a professional development curriculum and
  3  8 supporting materials and training measures to provide Iowa's
  3  9 teachers with effective ways to infuse Iowa studies into their
  3 10 secondary school classrooms.
  3 11    The bill directs the dean of the college of education at
  3 12 the university to establish an Iowa studies committee to work
  3 13 to inform Iowa's accredited schools and area education
  3 14 agencies of the Iowa studies professional development plan,
  3 15 develop partnerships to support and promote Iowa studies
  3 16 statewide, and establish evaluation criteria for the Iowa
  3 17 studies professional development plan.
  3 18    The department of education is directed to conduct an
  3 19 evaluation of the Iowa studies professional development plan.
  3 20 The department must also submit an annual status report on the
  3 21 utilization of the Iowa plan in Iowa's accredited schools and,
  3 22 by January 15, 2008, a final report, to the chairpersons and
  3 23 ranking members of the senate and house committees on
  3 24 education.
