1 4 A Concurrent Resolution requesting the Legislative
1 5 Council to establish an interim study committee to
1 6 examine the costs and benefits of Iowa joining
1 7 the Midwestern Higher Education Compact.
1 8 WHEREAS, the citizens of Iowa take pride in having a well-
1 9 educated workforce and citizenry; and
1 10 WHEREAS, Iowa's skyrocketing postsecondary education costs,
1 11 while keeping pace with the rising tuition costs at public
1 12 postsecondary institutions in many other states, are reducing
1 13 the accessibility and affordability that Iowans have come to
1 14 expect from Iowa's public postsecondary institutions; and
1 15 WHEREAS, the mission of the Midwestern Higher Education
1 16 Compact is to promote interstate cooperation and resource
1 17 sharing in higher education among Midwestern states; and
1 18 WHEREAS, states that are members of the compact have
1 19 increased educational access for their citizens while
1 20 attracting students from other states; NOW THEREFORE,
1 21 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 22 CONCURRING, That the Legislative Council is requested to
1 23 create an interim study committee to examine the costs and
1 24 benefits of joining the Midwestern Higher Education Compact;
1 25 and
1 26 BE IT FURTHER RESOLVED, That the interim study committee
1 27 membership shall be comprised of ten voting members, who shall
1 28 be members of the General Assembly, and shall include
1 29 additional members as nonvoting, ex officio members, including
1 30 but not limited to representatives from the area education
1 31 agencies, accredited public and nonpublic schools, accredited
1 32 private postsecondary institutions, community colleges,
1 33 institutions of higher education under the control of the
1 34 state board of regents, cities, and counties.
1 35 BE IT FURTHER RESOLVED, That the charge of the committee
2 1 shall be to estimate the savings and revenues the state could
2 2 realize from joining the compact; identify the costs of
2 3 joining the compact, both in membership dues and as Iowa
2 4 students cross Iowa's borders to attend institutions in other
2 5 states; review the resources the compact offers, programs
2 6 sponsored by the compact, and the program agreements reached;
2 7 and examine examples of regional cooperation and innovation in
2 8 the delivery of educational services.
2 9 BE IT FURTHER RESOLVED, That the interim study committee
2 10 shall submit its findings and recommendations in a report to
2 11 the General Assembly by December 15, 2005.
