1 1 SENATE RESOLUTION NO.
1 2 BY HOUSER
1 3 A Resolution recognizing the retirement of Dr. William
1 4 Campbell and his many accomplishments on behalf of
1 5 Iowans with disabilities.
1 6 WHEREAS, Dr. Campbell has served the people of Iowa
1 7 as a dedicated state employee for more than 52 years;
1 8 and
1 9 WHEREAS, Dr. Campbell has served as Superintendent
1 10 of Glenwood State Resource Center for 35 years, the
1 11 longest tenure in the institution's 128-year history;
1 12 and
1 13 WHEREAS, Dr. Campbell provided strong leadership in
1 14 shifting the focus for services for persons with
1 15 developmental disabilities from an institutional
1 16 asylum-style approach to one emphasizing quality of
1 17 life, habilitation, and personal dignity, based in
1 18 small, homelike cottage settings; and
1 19 WHEREAS, Dr. Campbell's visionary leadership was
1 20 particularly notable in convincing the Governor,
1 21 General Assembly, and counties to support the
1 22 conversion of the two state resource centers to
1 23 intermediate care facilities for persons with mental
1 24 retardation, allowing a new source of funding to be
1 25 used for the other changes made at the centers; and
1 26 WHEREAS, Dr. Campbell led through example, building
1 27 partnerships and expanding the community role of the
1 28 campus by involving a multitude of public and private
1 29 organizations so that the whole of the Glenwood campus
1 30 is much stronger than the individual parts; and
2 1 WHEREAS, Dr. Campbell is noted for his passion,
2 2 dedication, compassion, and perseverance on behalf of
2 3 the Glenwood residents, Glenwood staff, and Glenwood
2 4 partners; NOW THEREFORE,
2 5 BE IT RESOLVED BY THE SENATE, That the Senate
2 6 recognizes Dr. William Campbell upon his retirement
2 7 for his many years of service on behalf of the people
2 8 of Iowa; and
2 9 BE IT FURTHER RESOLVED, That the Senate expresses
2 10 appreciation to Dr. Campbell for his passionate
2 11 efforts on behalf of persons with disabilities and
2 12 extends best wishes to him in all of his future
2 13 endeavors; and
2 14 BE IT FURTHER RESOLVED, That an official copy of
2 15 this Resolution shall be provided to Dr. William
2 16 Campbell.
