1 1 Section 1. A unified group including the governor, the
1 2 general assembly, and the department of human services shall
1 3 seek all waivers necessary from the centers for medicare and
1 4 medicaid of the United States department of health and human
1 5 services so that Iowa will become a laboratory for the nation
1 6 in redesigning the medical assistance program. The redesign
1 7 shall provide for such measures as state-funded health care
1 8 spending accounts for families on medical assistance that
1 9 provide incentives for effective health care cost management;
1 10 providing an insurance-like benefit package for those
1 11 individuals with extensive medical needs that emphasizes
1 12 flexible and preventive care through case management; moving
1 13 to an acuity-based reimbursement system for dually eligible
1 14 seniors; and developing an evidence-based pharmaceutical
1 15 program.
1 16 Sec. 2. The department of human services shall adopt
1 17 necessary rules to immediately implement the medical
1 18 assistance program redesign upon receipt of approval from the
1 19 centers for medicare and medicaid of the United States
1 20 department of health and human services.
1 21 EXPLANATION
1 22 This joint resolution relates to redesign of the medicaid
1 23 system. The joint resolution directs a unified group
1 24 including the governor, the general assembly and the
1 25 department of human services to seek all waivers necessary
1 26 from the centers for medicare and medicaid services of the
1 27 United States department of health and human services so that
1 28 Iowa will become a laboratory for the nation in the redesign
1 29 of the medical assistance program. The joint resolution also
1 30 directs the department of human services to adopt all
1 31 necessary rules to immediately implement the medical
1 32 assistance program redesign upon receipt of approval from the
1 33 centers for medicare and medicaid services of the United
1 34 States department of health and human services.
