PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. ___ 1 2 BY SIEVERS, STEWART, PUTNEY, BOLKCOM, WARNSTADT, 1 3 BEALL, BEHN, BOETTGER, ANGELO, DVORSKY, HOSCH, BLACK, 1 4 HORN, COURTNEY, QUIRMBACH, SENG, LARSON, McKIBBEN, 1 5 SCHUERER, SEYMOUR, and IVERSON 1 6 A Concurrent Resolution supporting the widening, 1 7 improvement, and enhancement of U.S. Highway 30 1 8 across central Iowa and requesting federal 1 9 assistance. 1 10 WHEREAS, the road known as U.S. Highway 30 closely 1 11 follows the historic route known as the Lincoln 1 12 Highway across central Iowa; and 1 13 WHEREAS, the Lincoln Highway, extending from New 1 14 York City to San Francisco, was the first 1 15 transcontinental paved highway in the United States 1 16 and the first such road conceived specifically for the 1 17 automobile; and 1 18 WHEREAS, the Lincoln Highway continues to generate 1 19 historic and nostalgic interest among the American 1 20 public, and Iowa communities stand to benefit from 1 21 tourism opportunities along that route; and 1 22 WHEREAS, U.S. Highway 30 intersects all north-south 1 23 interstates in Iowa and serves as an important 1 24 alternate east-west route to heavily traveled 1 25 Interstate 80; and 1 26 WHEREAS, U.S. Highway 30 functions as an important 1 27 conduit for the movement of Iowa commodities, value- 1 28 added agricultural products, and manufactured goods; 1 29 and 1 30 WHEREAS, U.S. Highway 30 is the primary route for 2 1 many rural and urban commuters to their jobs in large 2 2 and small educational and commercial centers; and 2 3 WHEREAS, in western Iowa, U.S. Highway 30 provides 2 4 a close connection to Omaha, Nebraska, and, in eastern 2 5 Iowa, the highway is within 19 miles of Illinois 2 6 Interstate 88, serving Chicago and the world markets 2 7 beyond; and 2 8 WHEREAS, U.S. Highway 30 provides an arterial link 2 9 to highways leading to Canada and Mexico; and 2 10 WHEREAS, truck and automobile traffic on U.S. 2 11 Highway 30 has increased over the last several years, 2 12 giving rise to issues of safety; and 2 13 WHEREAS, the Iowa General Assembly finds that there 2 14 is a critical need to complete expansion of U.S. 2 15 Highway 30 to four lanes as part of Iowa's Commercial 2 16 and Industrial Network; NOW THEREFORE, 2 17 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 2 18 REPRESENTATIVES CONCURRING, That the Iowa General 2 19 Assembly supports the completion of four-lane 2 20 construction and improvements and enhancements to U.S. 2 21 Highway 30; and 2 22 BE IT FURTHER RESOLVED, That the Iowa General 2 23 Assembly requests the designation of U.S. Highway 30 2 24 as a high priority corridor in the upcoming 2 25 reauthorization of the federal Transportation Equity 2 26 Act for the 21st Century and in the federal 2 27 appropriation request by the State Department of 2 28 Transportation for fiscal year 2004; and 2 29 BE IT FURTHER RESOLVED, That a copy of this 2 30 Resolution be sent to the Director of the United 3 1 States Department of Transportation, the Director of 3 2 the State Department of Transportation, and the 3 3 members of Iowa's congressional delegation. 3 4 LSB 3424SS 80 3 5 dea/pj/5
