1 3 (SUCCESSOR TO SSB 1197)
1 4 A Concurrent Resolution requesting that the United
1 5 States Congress immediately enact the Transparency
1 6 for Independent Livestock Producers Act, in order to
1 7 provide independent producers a guaranteed share in
1 8 the marketplace by making improvements to the
1 9 mandatory price reporting system, as provided in
1 10 Senate Bill 325 introduced by the Honorable Senator
1 11 Charles E. Grassley of Iowa.
1 12 WHEREAS, the production and processing of livestock
1 13 represent a key component of this nation's food
1 14 security, welfare, and prosperity by providing an
1 15 abundant supply of value-added products upon which
1 16 this nation depends; and
1 17 WHEREAS, this nation's traditional system of
1 18 marketing livestock is dependent upon the independence
1 19 and vitality of livestock producers who are
1 20 increasingly losing the opportunity to market their
1 21 own livestock during profitable cycles in live meat
1 22 markets due to the widespread consolidation and
1 23 concentration in the meatpacking industry, and the
1 24 trend among packers toward vertical integration; and
1 25 WHEREAS, the Honorable Senator Charles E. Grassley
1 26 of Iowa has continued to fight for the benefit of
1 27 family farmers and ranchers, by introducing the
1 28 Transparency for Independent Livestock Producers Act
1 29 as provided in Senate Bill 325 which amends the
1 30 federal Agricultural Marketing Act of 1946 to increase
2 1 competition and transparency among packers that
2 2 purchase livestock from independent producers; and
2 3 WHEREAS, the Transparency for Independent Livestock
2 4 Producers Act would assist independent producers to
2 5 receive a fair price for livestock by making
2 6 improvements to the federal mandatory price reporting
2 7 system; and
2 8 WHEREAS, by requiring that at least 25 percent of a
2 9 packer's daily kill derive from purchases made by spot
2 10 market purchases, the Transparency for Independent
2 11 Livestock Producers Act would help ensure that the
2 12 federal mandatory livestock reporting system would be
2 13 able to provide consistent and reliable data regarding
2 14 livestock being purchased from the spot market and
2 15 thereby improve the accuracy and transparency of daily
2 16 prices; and
2 17 WHEREAS, by requiring that at least 25 percent of a
2 18 packer's daily kill derive from purchases made by spot
2 19 market purchases, the Transparency for Independent
2 20 Livestock Producers Act would assure that independent
2 21 livestock producers have a competitive position to the
2 22 need of packers to satisfy the 25 percent spot market
2 23 requirement; NOW THEREFORE,
2 24 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 25 REPRESENTATIVES CONCURRING, That the United States
2 26 Congress is urged to immediately enact the
2 27 Transparency for Independent Livestock Producers Act,
2 28 in order to provide independent producers a guaranteed
2 29 share in the marketplace by making improvements to the
2 30 mandatory price reporting system, as provided in
3 1 Senate Bill 325 introduced by the Honorable Senator
3 2 Charles E. Grassley of Iowa; and
3 3 BE IT FURTHER RESOLVED, That a copy of this
3 4 resolution be sent by the Secretary of the Senate to
3 5 the Honorable Senator Charles E. Grassley and the
3 6 Honorable Senator Tom Harkin, together with Iowa's
3 7 congressional delegation in the House of
3 8 Representatives; and
3 9 BE IT FURTHER RESOLVED, That a copy of this
3 10 resolution be sent to the President of the Senate of
3 11 the United States; the Speaker of the House of
3 12 Representatives of the United States; the Chair of the
3 13 United States Senate Committee on Agriculture,
3 14 Nutrition, and Forestry; and the Chair of the United
3 15 States House of Representatives Committee on
3 16 Agriculture; and
3 17 BE IT FURTHER RESOLVED, That a copy of this
3 18 resolution be sent to the President of the United
3 19 States; the Secretary of Agriculture, United States
3 20 Department of Agriculture; and the Administrator of
3 21 the Grain Inspection, Packers and Stockyards
3 22 Administration, United States Department of
3 23 Agriculture.
