  1  1          SENATE CONCURRENT RESOLUTION NO.    
  1  2      BY  BLACK, BEHN, IVERSON, BOETTGER, and McCOY
  1  3 A Concurrent Resolution urging congressional adoption
  1  4    of a free trade agreement between Taiwan and the
  1  5    United States.
  1  6    WHEREAS, Taiwan and the United States have been
  1  7 important strategic partners for the past half-
  1  8 century; and
  1  9    WHEREAS, the economic ties between the United
  1 10 States and Taiwan are strong as evidenced by the fact
  1 11 that Taiwan was the eighth largest United States
  1 12 trading partner in 2001, ranking 10th in terms of
  1 13 Taiwan exports to the United States, and eighth in
  1 14 terms of United States exports to Taiwan, including
  1 15 significant agricultural exports; and
  1 16    WHEREAS, the economic relationship between the
  1 17 United States and Taiwan is further evidenced by
  1 18 investment activity between the two countries, with
  1 19 total United States investment in Taiwan of $7.74
  1 20 billion at the end of 2000, and total Taiwan
  1 21 investment in the United States of $3.22 billion at
  1 22 the end of 2000; and
  1 23    WHEREAS, the United States Congress has recognized
  1 24 the possible benefits of expanded free trade between
  1 25 Taiwan and the United States by requesting the U.S.
  1 26 International Trade Commission to study the
  1 27 possibility of a free trade agreement with Taiwan; and
  1 28    WHEREAS, the U.S. International Trade Commission
  1 29 study found that eliminating trade barriers between
  1 30 the United States and Taiwan would result in a likely
  2  1 rise of $3.4 billion in United States exports to
  2  2 Taiwan, with exports of food accounting for about $520
  2  3 million, and a likely rise of $7 billion in United
  2  4 States imports from Taiwan; and
  2  5    WHEREAS, the U.S. International Trade Commission
  2  6 further found that eliminating trade barriers between
  2  7 the United States and Taiwan would have a negligible
  2  8 impact on United States production and gross domestic
  2  9 product and would have a small, but positive, impact
  2 10 on the production and gross domestic product of
  2 11 Taiwan; NOW THEREFORE,
  2 12    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2 13 REPRESENTATIVES CONCURRING, That the Iowa General
  2 14 Assembly strongly urges the President of the United
  2 15 States and Congress to eliminate trade barriers with
  2 16 Taiwan by negotiating and adopting a free trade
  2 17 agreement between the United States and Taiwan; and
  2 18    BE IT FURTHER RESOLVED, That copies of this
  2 19 Resolution be sent to the President of the United
  2 20 States, the President of the United States Senate, the
  2 21 Speaker of the United States House of Representatives,
  2 22 and to all members of Iowa's congressional delegation.
