1 9 "Sec. . NEW SECTION. 15E.231 REVITALIZING
1 10 RURAL IOWA PROGRAM – REVITALIZING RURAL IOWA FUND.
1 11 1. The department shall establish and administer a
1 12 revitalizing rural Iowa program for purposes of
1 13 providing financial assistance in the form of grants
1 14 to regional rural economic development groups.
1 15 Financial assistance received under this program shall
1 16 be used for any of the following purposes:
1 17 a. Infrastructure, cultural, or recreational needs
1 18 which are critical to attracting, creating, or
1 19 expanding employment in the area.
1 20 b. Making no-interest or low-interest loans to new
1 21 businesses and existing small businesses.
1 22 c. Developing volunteer mentoring programs in
1 23 cooperation with local schools, economic development
1 24 groups, and others to assist individuals in starting
1 25 new businesses.
1 26 d. Developing or expanding businesses involved in
1 27 value-added agricultural products.
1 28 e. Expanding school-to-work mentoring and
1 29 apprenticeship programs in schools, particularly for
1 30 those students interested in working in agricultural-
1 31 related businesses.
1 32 2. A revitalizing rural Iowa fund is created in
1 33 the state treasury under the control of the department
1 34 consisting of any moneys appropriated by the general
1 35 assembly for the purposes of the revitalizing rural
1 36 Iowa program and any other moneys available to and
1 37 obtained or accepted by the department for placement
1 38 in the fund. The fund shall be used to provide grants
1 39 under the revitalizing rural Iowa program established
1 40 in this section. Moneys in the fund are not subject
1 41 to section 8.33. Notwithstanding section 12C.7,
1 42 interest or earnings on moneys in the fund shall be
1 43 credited to the fund.
1 44 Sec. . NEW SECTION. 266.51 APPROPRIATION.
1 45 For the fiscal year beginning July 1, 2005, and
1 46 each fiscal year thereafter, there is appropriated
1 47 from the general fund to Iowa state university of
1 48 science and technology twenty million one hundred
1 49 forty thousand one hundred seventy-five dollars for
1 50 salaries, support, maintenance, and miscellaneous
2 1 purposes for the Iowa cooperative extension service in
2 2 agriculture and home economics."
