  1  1    Amend Senate File 2298 as follows:
  1  2    #1.  Page 19, by inserting after line 22 the
  1  3 following:
  1  4    "Sec.    .  NEW SECTION.  476.4B  LOW-INCOME
  1  5 UTILITY CUSTOMERS.
  1  6    Notwithstanding any other provisions of this
  1  7 chapter or any law to the contrary, the board may
  1  8 approve upon the terms and conditions in an
  1  9 application, tariff, or settlement agreement proposed
  1 10 or recommended by an electric or gas corporation,
  1 11 programs for assisting low-income residential
  1 12 ratepayers in obtaining or maintaining access to
  1 13 reliable, continuous utility service to such low-
  1 14 income utility customers.  The board may also approve
  1 15 energy efficiency, weatherization, and evaluation
  1 16 components as part of such programs.  All programs,
  1 17 tariffs, agreements, or rule provisions that provide
  1 18 for such assistance shall include terms for adjusting
  1 19 rates as necessary to ensure that the program, tariff,
  1 20 agreement, or rule provision will not have any
  1 21 negative financial impact on the electric or gas
  1 22 corporation.  This section shall not be construed as
  1 23 diminishing the board's existing authority to approve
  1 24 on an experimental basis low-income assistance
  1 25 programs proposed by an electric or gas corporation."
