PAG LIN 1 1 Amend Senate File 2298 as follows: 1 2 #1. Page 177, by inserting after line 3 the 1 3 following: 1 4 "Sec. . Section 28.3, subsection 2, Code 2003, 1 5 is amended to read as follows: 1 6 2. The Iowa board shall consist ofseventeen1 7 eighteen voting members with thirteen citizen members 1 8 andfourfive state agency members. Thefourfive 1 9 state agency members shall be the directors of the 1 10 following departments: economic development, 1 11 education, human rights, human services, and public 1 12 health. The thirteen citizen members shall be 1 13 appointed by the governor, subject to confirmation by 1 14 the senate. The governor's appointments of citizen 1 15 members shall be made in a manner so that each of the 1 16 state's congressional districts is represented by two 1 17 citizen members and so that all the appointments as a 1 18 whole reflect the ethnic, cultural, social, and 1 19 economic diversity of the state. The governor's 1 20 appointees shall be selected from individuals 1 21 nominated by community empowerment area boards. The 1 22 nominations shall reflect the range of interests 1 23 represented on the community boards so that the 1 24 governor is able to appoint one or more members each 1 25 for education, health, human services, business, 1 26 faith, and public interests. At least one of the 1 27 citizen members shall be a service consumer or the 1 28 parent of a service consumer. Terms of office of all 1 29 citizen members are three years. A vacancy on the 1 30 board shall be filled in the same manner as the 1 31 original appointment for the balance of the unexpired 1 32 term." 1 33 #2.
