1 1 Amend Senate File 2176 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting the following:
1 4 "Section 1. NEW SECTION. 280.16 ANTIBULLYING
1 5 POLICY AND PROCEDURES REQUIREMENT.
1 6 1. The board of directors of a school district and
1 7 the authorities in charge of an accredited nonpublic
1 8 school shall each adopt and annually review a policy
1 9 prohibiting the bullying of all students. The policy
1 10 shall reflect community standards by including local
1 11 input from parents, guardians, school employees,
1 12 volunteers, students, school administrators, and other
1 13 members of the community. Each school board and the
1 14 authorities in charge of each nonpublic school shall
1 15 annually review their policy with parents, guardians,
1 16 school employees, volunteers, students, school
1 17 administrators, and other members of the community.
1 18 2. The antibullying policy shall, at a minimum,
1 19 include or provide for all of the following:
1 20 a. A definition of bullying.
1 21 b. Effective prevention strategies.
1 22 c. Monitoring and evaluation of the policy's
1 23 effectiveness.
1 24 d. Procedures for receiving and responding to
1 25 complaints.
1 26 e. Consequences and appropriate remedial action
1 27 for violation of the policy, taking into account the
1 28 pattern and severity of particular bullying behavior.
1 29 f. Public notice of the policy.
1 30 g. Prohibition of reprisals or retaliation against
1 31 any person who reports bullying behavior.
1 32 3. Each school board and the authorities in charge
1 33 of each nonpublic school shall develop procedures
1 34 necessary to implement and administer this section."
1 35 #2. Title page, line 2, by inserting after the
1 36 word "districts" the following: "and accredited
1 37 nonpublic schools".
