  1  2    #1.  Page 4, by striking lines 9 through 13.
  1  3    #2.  Page 4, by inserting after line 13 the
  1  4 following:
  1  5    "Sec.    .  VALIDITY OF ACTIONS.  Except for an
  1  6 action that violates section 364.3, subsection 7,
  1  7 actions taken prior to July 1, 2004, by a city or
  1  8 municipal utility regarding the provision of cable,
  1  9 internet, or long distance service including financing
  1 10 are deemed valid."
