PAG LIN 1 1 Amend Senate File 458 as follows: 1 2 #1. Page 35, by inserting after line 17 the 1 3 following: 1 4 "Sec. . Section 331.264, subsection 1, if 1 5 enacted by 2003 Iowa Acts, Senate File 390, section 1 6 25, is amended to read as follows: 1 7 1. A local government organization review 1 8 committee may be created in a county having a 1 9 population in excess of one hundred thousand. The 1 10 committee shall be composed of the following members: 1 11 a. Three city council members appointed by the 1 12 city council of each participating city with a 1 13 population of twenty-five thousand or more. 1 14 b. Three county supervisors appointed by the 1 15 county board of supervisors. 1 16 c. One city council member appointed by each 1 17 participating city with a population of less than 1 18 twenty-five thousand. 1 19 d. One member shall be appointed by each state 1 20 legislator whose legislative district is located in 1 21 the county if a majority of the constituents of that 1 22 legislative district reside in the county. However, 1 23 if a county does not have a state representative's 1 24 legislative district which has a majority of a state 1 25 representative's constituency residing in the county, 1 26 the state representative having the largest plurality 1 27 of constituents residing in the county shall appoint a 1 28 member. The member appointed by each state legislator 1 29 shall be a person who is not holding elected office 1 30 and who is a resident of the legislative district of 1 31 the state legislator. Ifany portionmore than one- 1 32 half of the population of a legislative district is in 1 33 the unincorporated area of the county, the member 1 34 appointed by that legislator shall be a resident of 1 35 the unincorporated area of the county. 1 36 e.Three membersOne member appointed by the 1 37 township trustees of all the townships in the county 1 38and an additional member appointed by the township1 39trusteesfor each five percent of the total population 1 40 of the county residing in the unincorporated area of 1 41 the county. The members shall be residents of the 1 42 unincorporated area of the county and shall be persons 1 43 who are not holding elected office other than that of 1 44 township trustee. The county auditor shall determine 1 45 the date and location for a meeting of the township 1 46 trustees of all the townships in the county at which 1 47 meeting the appointments shall be made and shall 1 48 provide written notice of the meeting to the trustees. 1 49 The meeting shall be held in accordance with chapter 1 50 21. 2 1 Organization and expenses of the committee are 2 2 subject to section 331.234 as if the committee were a 2 3 city-county consolidation or community commonwealth 2 4 commission. Sections 69.16 and 69.16A shall not apply 2 5 to the committee. However, a city allowed more than 2 6 one appointment shall balance its appointments in 2 7 accordance with sections 69.16 and 69.16A, when 2 8 possible." 2 9 #2.
