1 1 Amend Senate File 127 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting the following:
1 4 "Section 1. Section 321.34, Code 2003, is amended
1 5 by adding the following new subsection:
1 6 NEW SUBSECTION. 23. BREAST CANCER AWARENESS
1 7 PLATES.
1 8 a. Upon application and payment of the proper
1 9 fees, the director may issue breast cancer awareness
1 10 plates to an owner of a motor vehicle referred to in
1 11 subsection 12.
1 12 b. Breast cancer awareness plates shall contain an
1 13 image of a pink ribbon and shall be designed by the
1 14 department in consultation with the Susan G. Komen
1 15 foundation.
1 16 c. The special fee for letter number designated
1 17 breast cancer awareness plates is thirty-five dollars.
1 18 The fee for personalized breast cancer awareness
1 19 plates is twenty-five dollars, which shall be paid in
1 20 addition to the special breast cancer awareness fee of
1 21 thirty-five dollars. The fees collected by the
1 22 director under this subsection shall be paid monthly
1 23 to the treasurer of state and credited to the road use
1 24 tax fund. Notwithstanding section 423.24, and prior
1 25 to the crediting of revenues to the road use tax fund
1 26 under section 423.24, subsection 1, paragraph "b", the
1 27 treasurer of state shall transfer monthly from those
1 28 revenues to the Iowa department of public health the
1 29 amount of the special fees collected in the previous
1 30 month for the breast cancer awareness plates and such
1 31 funds are appropriated to the Iowa department of
1 32 public health. The Iowa department of public health
1 33 shall distribute one hundred percent of the funds
1 34 received monthly in the form of grants to support
1 35 breast cancer screenings for both men and women who
1 36 meet eligibility requirements like those established
1 37 by the Susan G. Komen foundation. In the awarding of
1 38 grants, the Iowa department of public health shall
1 39 give first consideration to affiliates of the Susan G.
1 40 Komen foundation and similar nonprofit organizations
1 41 providing for breast cancer screenings at no cost in
1 42 Iowa. Notwithstanding section 8.33, moneys
1 43 transferred under this subsection shall not revert to
1 44 the general fund of the state.
1 45 d. Upon receipt of the special registration
1 46 plates, the applicant shall surrender the current
1 47 registration receipt and plates to the county
1 48 treasurer. The county treasurer shall validate the
1 49 special registration plates in the same manner as
1 50 regular registration plates are validated under this
2 1 section. The annual special breast cancer awareness
2 2 fee for letter number designated plates is ten
2 3 dollars, which shall be paid in addition to the
2 4 regular annual registration fee. The annual special
2 5 fee for personalized breast cancer awareness plates is
2 6 five dollars, which shall be paid in addition to the
2 7 annual special breast cancer awareness fee and the
2 8 regular annual registration fee. The annual special
2 9 breast cancer awareness fee shall be credited and
2 10 transferred as provided under paragraph "c"."
