  1  1    Section 1.  Section 96.4, subsection 4, Code 2003, is
  1  2 amended to read as follows:
  1  3    4.  The individual has been paid wages for insured work
  1  4 during the individual's base period for a minimum of twenty
  1  5 weeks in an amount at least one and one-quarter times the
  1  6 wages paid to the individual during that quarter of the
  1  7 individual's base period in which the individual's wages were
  1  8 highest; provided that the individual has been paid wages for
  1  9 insured work totaling at least three and five-tenths percent
  1 10 of the statewide average annual wage for insured work,
  1 11 computed for the preceding calendar year if the individual's
  1 12 benefit year begins on or after the first full week in July
  1 13 and computed for the second preceding calendar year if the
  1 14 individual's benefit year begins before the first full week in
  1 15 July, in that calendar quarter in the individual's base period
  1 16 in which the individual's wages were highest, and the
  1 17 individual has been paid wages for insured work totaling at
  1 18 least one-half of the amount of wages required under this
  1 19 subsection in the calendar quarter of the base period in which
  1 20 the individual's wages were highest, in a calendar quarter in
  1 21 the individual's base period other than the calendar quarter
  1 22 in which the individual's wages were highest.  The calendar
  1 23 quarter wage requirements shall be rounded to the nearest
  1 24 multiple of ten dollars.
  1 25    If the individual has drawn benefits in any benefit year,
  1 26 the individual must during or subsequent to that year, work in
  1 27 and be paid wages for insured work totaling at least two
  1 28 hundred fifty dollars ten times the individual's weekly
  1 29 benefit amount, as a condition to receive benefits in the next
  1 30 benefit year.  
  1 31                           EXPLANATION
  1 32    This bill requires and individual, in order to qualify for
  1 33 benefits, to have been paid wages for insured work during the
  1 34 individual's base period for at least 20 weeks in addition to
  1 35 existing requirements, and if the individual draws benefits in
  2  1 any benefit year, the individual must be paid wages at least
  2  2 10 times the individual's weekly benefit amount in that year
  2  3 or in a subsequent year to be eligible for benefits in the
  2  4 next benefit year.
