  1  1    Section 1.  Section 157.5A, unnumbered paragraph 1, Code
  1  2 2003, is amended to read as follows:
  1  3    The department shall issue a license to practice manicuring
  1  4 to any person who submits proof of successful completion of a
  1  5 course of at least forty clock hours of training, or the
  1  6 equivalent number of credit hours of training determined using
  1  7 a standard, recognized method of conversion determined by the
  1  8 board, relating to manicuring in a licensed school of
  1  9 cosmetology arts and sciences or licensed barber school.  The
  1 10 board shall adopt rules defining the course of study for a
  1 11 manicurist and the practices which a licensed manicurist may
  1 12 perform.
  1 13    Sec. 2.  Section 157.10, subsection 1, Code 2003, is
  1 14 amended to read as follows:
  1 15    1.  The course of study required for licensure for the
  1 16 practice of cosmetology shall be two thousand one hundred
  1 17 clock hours, or the equivalent number of credit hours
  1 18 determined using a standard, recognized method of conversion
  1 19 determined by the board.  The clock hours or equivalent number
  1 20 of credit hours of a course of study required for licensure
  1 21 for the practices of electrology, esthetics, and nail
  1 22 technology shall be established by the board.  The board shall
  1 23 adopt rules to define the course and content of study for each
  1 24 practice of cosmetology arts and sciences.  
  1 25                           EXPLANATION
  1 26    This bill relates to the manner in which hours of study
  1 27 requirements regarding licensure as a cosmetologist shall be
  1 28 determined.  Current Code provisions relating to licensure as
  1 29 a cosmetologist, and relating to a license to practice
  1 30 manicuring, electrology, esthetics, and nail technology
  1 31 specify that a designated number of hours of study shall be
  1 32 completed, or shall be specified by the board of cosmetology
  1 33 arts and sciences examiners.  The bill provides additional
  1 34 clarification that the hours of study requirements shall refer
  1 35 to clock hours, or the equivalent number of credit hours of
  2  1 training determined using a standard, recognized method of
  2  2 conversion determined by the board.
