  1  1    Amend the Senate amendment, H-8568, to House File
  1  2 2302, as amended, passed, and reprinted by the House,
  1  3 as follows:
  1  4    #1.  Page 26, by inserting after line 8 the
  1  5 following:
  1  6    "Sec.    .  MORATORIUM FOR ISSUANCE OF LICENSES FOR
  1  7 GAMBLING GAMES – REQUIRED FINDINGS FOR WAIVER OF
  1  8 MORATORIUM.  Commencing with the effective date of
  1  9 this section of this Act, and notwithstanding any
  1 10 provision of chapter 99F to the contrary, the racing
  1 11 and gaming commission shall not issue any new license
  1 12 to conduct gambling games on an excursion boat or at a
  1 13 pari-mutuel racetrack until the commission, by
  1 14 majority vote of all members of the commission,
  1 15 affirmatively authorizes the awarding of new licenses
  1 16 to conduct gambling games and concurrently adopts
  1 17 written findings that awarding new licenses is
  1 18 justified despite the socioeconomic costs of gambling,
  1 19 if any, as determined by the socioeconomic study of
  1 20 gambling required by this Act.  The commission shall
  1 21 not vote to authorize the awarding of new licenses to
  1 22 conduct gambling games until at least thirty days
  1 23 after the legislative council makes the report on the
  1 24 socioeconomic costs of gambling available to the
  1 25 public and the commission."
  1 26    #2.  Page 29, by inserting after line 21 the
  1 27 following:
  1 28    "   .  The section of this Act establishing a
  1 29 moratorium for issuance of licenses for gambling
  1 30 games, being deemed of immediate importance, takes
  1 31 effect upon enactment."
  1 32    #3.  By renumbering as necessary.
