  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 2, line 47, by inserting after the word
  1  5 "cluster." the following:  "The authority provided in
  1  6 this subsection does not include the authority to
  1  7 merge or consolidate local governments as an
  1  8 alternative form of county government or an
  1  9 alternative form of city government."
