  1  1    Amend Senate File 440, as passed by the Senate, as
  1  2 follows:
  1  3    #1.  Page 1, by inserting before line 1 the
  1  4 following:
  1  5    "Section 1.  Section 256D.4, subsection 2,
  1  6 unnumbered paragraph 1, Code 2003, is amended to read
  1  7 as follows:
  1  8    For each fiscal year in the fiscal period beginning
  1  9 July 1, 2001, and ending June 30, 2003 2005, moneys
  1 10 appropriated pursuant to section 256D.5, subsection 3,
  1 11 shall be allocated to school districts as follows:
  1 12    Sec. 2.  Section 256D.4, subsection 3, Code 2003,
  1 13 is amended to read as follows:
  1 14    3.  For each year in which an appropriation is made
  1 15 to the Iowa early intervention block grant program,
  1 16 the department of education shall notify the
  1 17 department of revenue and finance of the amount of the
  1 18 allocation to be paid to each school district as
  1 19 provided in subsections 1 and subsection 2.  The
  1 20 allocation to each school district shall be made in
  1 21 one payment on or about October 15 of the fiscal year
  1 22 for which the appropriation is made, taking into
  1 23 consideration the relative budget and cash position of
  1 24 the state resources.  Moneys received under this
  1 25 section shall not be commingled with state aid
  1 26 payments made under section 257.16 to a school
  1 27 district and shall be accounted for by the local
  1 28 school district separately from state aid payments.
  1 29 Payments made to school districts under this section
  1 30 are miscellaneous income for purposes of chapter 257.
  1 31 A school district shall maintain a separate listing
  1 32 within its budget for payments received and
  1 33 expenditures made pursuant to this section.  A school
  1 34 district shall certify to the department of education
  1 35 that moneys received under this section were used to
  1 36 supplement, not supplant, moneys otherwise received
  1 37 and used by the school district.
  1 38    Sec. 3.  Section 256D.5, subsection 3, Code 2003,
  1 39 is amended to read as follows:
  1 40    3.  For each fiscal year of the fiscal period
  1 41 beginning July 1, 2001, and ending June 30, 2003 2005,
  1 42 the sum of thirty million dollars.
  1 43    Sec. 4.  Section 256D.9, Code 2003, is amended to
  1 44 read as follows:
  1 45    256D.9  FUTURE REPEAL.
  1 46    This chapter is repealed effective July 1, 2003
  1 47 2005."
  1 48    #2.  Page 1, by inserting after line 20 the
  1 49 following:
  1 50    "Sec.    .  EFFECTIVE DATE.  Sections 1 through 4
  2  1 of this Act, being deemed of immediate importance,
  2  2 take effect upon enactment."
  2  3    #3.  Title page, line 2, by inserting after the
  2  4 word "circumstances" the following:  ", making an
  2  5 appropriation for and extending the existence of the
  2  6 Iowa early intervention block grant program, and
  2  7 providing an effective date".
  2  8    #4.  By renumbering as necessary.
