  1  4    "f.  An assessment of quality of life issues
  1  5 including issues related to education, environmental
  1  6 protection, community design, tax policy, and
  1  7 recreation.  The assessment shall include how the
  1  8 quality of life issues can be integrated into the
  1  9 board's primary focus of economic development."
