1 2 #1. Page 39, by striking line 35 and inserting the
1 3 following: "exceeding one square mile in size. A
1 4 cultural and entertainment district shall include
1 5 historic areas of the city or county which include
1 6 property defined in section 404A.1, subsection 2. In
1 7 considering certification of a district, the
1 8 department of cultural affairs shall consider whether
1 9 any of the following planning principles have been
1 10 taken into consideration:
1 11 a. Efficient and effective use of land resources
1 12 and existing infrastructure by encouraging development
1 13 in areas with existing infrastructure or capacity to
1 14 avoid costly duplication of services and costly use of
1 15 land.
1 16 b. Provision for a variety of transportation
1 17 choices, including pedestrian traffic.
1 18 c. Maintenance of a unique sense of place by
1 19 respecting local cultural and natural environmental
1 20 features.
1 21 d. Conservation of open space and farmland and
1 22 preservation of critical environmental areas.
1 23 e. Promotion of the safety, livability, and
1 24 revitalization of existing urban and rural
1 25 communities.
