  Pursuant to the proclamation of the Governor, the Honorable
  Thomas J. Vilsack, the Seventy-ninth General Assembly of Iowa
  convened in Extraordinary Session at 10:10 a.m., President Kramer
  presiding.

  Prayer was offered by the Honorable Nancy J. Boettger, member of
  the Senate from Shelby County, Harlan, Iowa.
