  limitations period for filing a criminal charge of incest.

  of animals
  by classifying certain species as livestock and providing exemptions from

  use tax for feed used to support the species.

  EXPLANATION OF VOTES

  MADAM PRESIDENT:  I was necessarily absent from the Senate chamber on
  March 27, 2001, when the votes were taken on Senate Files 84, 346, 348, 391,
  433, 437,
  447, 463, 465, 473, 474, 480, 487, and 499; House Files 89, 292, 549, and
  597; and the
  En Bloc Calendar.  Had I been present, I would have voted "Aye" on all.
