  problem as
  the state will have adequate resources available to meet the needs of
  Iowans.  This bill
  would have disrupted services to Iowans.

  The decisions of the past limit our flexibility in responding to the FY 02
  budget.  We
  will be fiscally responsible and we will deal with the challenge presented
  to us.  In this
  challenge, we have an opportunity to find efficient and effective ways for
  delivering
  services to Iowans.
