The bill having received a constitutional majority was declared to
have passed the House and the title was agreed to.
IMMEDIATE MESSAGES
Rants of Woodbury asked and received unanimous consent that
the following bills be immediately messaged to the Senate: House
Files 154, 272 and 383.
House File 341, a bill for an act relating to informed consent to an
abortion and providing a criminal penalty, and providing an effective
date, with report of committee recommending passage, was taken up
for consideration.
The House stood at ease at 3:35 p.m., until the fall of the gavel.
The House resumed session at 4:22 p.m., and consideration of
House File 341, Speaker Siegrist in the chair.
Mascher of Johnson offered the following amendment H-1186 filed
by her and moved its adoption:
H-1186
1 Amend House File 341 as follows:
2 1. By striking everything after the enacting
3 clause and inserting the following:
4 "Section 1. NEW SECTION. 146A.1 INFORMED CONSENT
5 - MEDICAL PROCEDURES.
6 1. Written consent shall be obtained prior to the
7 performance of any medical or surgical procedure or
8 course of procedures related to patient care.
9 2. Written consent obtained in accordance with all
10 of the following creates a presumption that informed
11 consent has been obtained:
12 a. Information has been provided in general terms
