  1  1    Section 1.  Section 18.75, subsection 8, Code 2001, is
  1  2 amended to read as follows:
  1  3    8.  By November 1 of each year supply a report which
  1  4 contains the name, gender, county, or city of residence when
  1  5 possible, official title, salary received during the previous
  1  6 fiscal year, including the total monetary value of each public
  1  7 employee's compensation and the total monetary value of all
  1  8 employee benefits for each job classification as required by
  1  9 section 70A.1A, base salary as computed on July 1 of the
  1 10 current fiscal year, and traveling and subsistence expense of
  1 11 the personnel of each of the departments, boards, and
  1 12 commissions of the state government except personnel who
  1 13 receive an annual salary of less than one thousand dollars.
  1 14 The number of the personnel and the total amount received by
  1 15 them shall be shown for each department in the report.  All
  1 16 employees who have drawn salaries, fees, or expense allowances
  1 17 from more than one department or subdivision shall be listed
  1 18 separately under the proper departmental heading.  On the
  1 19 request of the administrator, the head of each department,
  1 20 board, or commission shall furnish the data covering that
  1 21 agency.  The report shall be distributed upon request without
  1 22 charge to each caucus of the general assembly, the legislative
  1 23 service bureau, the legislative fiscal bureau, the chief clerk
  1 24 of the house of representatives, and the secretary of the
  1 25 senate.  Copies of the report shall be made available to other
  1 26 persons in both print or electronic medium upon payment of a
  1 27 fee, which shall not exceed the cost of providing the copy of
  1 28 the report.  Sections 22.2 through 22.6 apply to the report.
  1 29 All funds from the sale of the report shall be deposited in
  1 30 the general fund.  Requests for publications shall be handled
  1 31 only upon receipt of postage by the administrator.
  1 32    Sec. 2.  NEW SECTION.  70A.1A  PUBLIC EMPLOYEE COMPENSATION
  1 33 – VALUE.
  1 34    Personnel information concerning public employees shall
  1 35 include the total monetary value of each public employee's
  2  1 compensation including wages, salaries, base pay, overtime
  2  2 pay, additional duty pay, bonuses, and any earned leave paid
  2  3 at the time of separation.  Each employer of a public employee
  2  4 shall also itemize the total monetary value of all employee
  2  5 benefits for each job classification of public employee
  2  6 including, but not limited to, group medical, dental, life,
  2  7 and long-term disability insurance, workers' compensation,
  2  8 unemployment benefits, sick leave, deferred compensation,
  2  9 holidays and vacations, tuition reimbursement, employee
  2 10 assistance plans, educational leaves, and retirement plans.
  2 11 The department of personnel shall define the method used to
  2 12 arrive at the valuation of employee benefits for each public
  2 13 employee job classification.  "Public employee" means a state
  2 14 employee, legislative employee, or local employee as defined
  2 15 in section 68B.2.
  2 16    Sec. 3.  EFFECTIVE DATE.  This Act takes effect on July 1,
  2 17 2003.  
  2 18                           EXPLANATION
  2 19    This bill creates a new Code section 70A.1A which requires
  2 20 that personnel information concerning the compensation of
  2 21 public employees must include the total monetary value of each
  2 22 public employee's wages, salaries, base pay, overtime pay,
  2 23 additional duty pay, bonuses, and any earned leave paid at the
  2 24 time of separation.
  2 25    The bill also requires that the "salary book" published
  2 26 each year by the state printing administrator include
  2 27 personnel information regarding the total monetary value of
  2 28 compensation for the personnel of each of the departments,
  2 29 boards, and commissions of state government and define the
  2 30 method used to arrive at the valuations.
  2 31    The bill takes effect on July 1, 2003.
