1 1 Section 1. NEW SECTION. 321.183 APPLICATION FOR DRIVER'S
1 2 LICENSE OR RENEWAL – SELECTIVE SERVICE REGISTRATION.
1 3 1. A person who applies for a driver's license or
1 4 nonoperator's identification card or for renewal of a driver's
1 5 license or nonoperator's identification card, and who is
1 6 required by 50 U.S.C. App. } 451 et seq. to register with the
1 7 United States selective service system, shall be registered by
1 8 the department with the selective service system. The
1 9 department shall forward to the selective service system in an
1 10 electronic format the necessary personal information of such
1 11 applicant, notwithstanding provisions to the contrary in
1 12 section 321.11, subsection 3.
1 13 2. An applicant's submission of an application for a
1 14 driver's license or nonoperator's identification card or for
1 15 renewal of a driver's license or nonoperator's identification
1 16 card shall indicate that the applicant has already registered
1 17 with the selective service system or that the applicant
1 18 authorizes the department to forward the applicant's personal
1 19 information to the selective service system for registration.
1 20 The department shall notify the applicant on the application
1 21 that submission of the application shall serve as consent to
1 22 registration with the selective service system, if the
1 23 applicant is required by 50 U.S.C. App. } 451 et seq. to
1 24 register.
1 25 EXPLANATION
1 26 This bill creates new Code section 321.183 providing that a
1 27 person who applies for a driver's license or nonoperator's
1 28 identification card or for renewal of a driver's license or
1 29 nonoperator's identification card, and who is required to
1 30 register with the United States selective service system,
1 31 shall be registered with the selective service system. The
1 32 state department of transportation is required to forward to
1 33 the selective service system the necessary personal
1 34 information of such applicant.
1 35 The bill provides that an applicant's submission of an
2 1 application for a driver's license or nonoperator's
2 2 identification card or for renewal of a driver's license or
2 3 nonoperator's identification card shall indicate that the
2 4 applicant has already registered with the selective service
2 5 system or that the applicant authorizes the department to
2 6 forward the applicant's personal information to the selective
2 7 service system for registration. The department is required
2 8 to notify the applicant on the application that submission of
2 9 the application shall serve as consent to registration with
2 10 the selective service system, if the applicant is required to
2 11 register under federal law.
