1 1 Section 1. Section 321.34, Code 2001, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 23. IOWA AGRICULTURE SPECIAL PLATES.
1 4 a. An owner referred to in subsection 12 may, upon written
1 5 application to the department, order special registration
1 6 plates with an emblem promoting Iowa agriculture. The emblem
1 7 shall promote agricultural production and family farm life in
1 8 this state. The emblem shall be designed by the department in
1 9 consultation with the department of agriculture and land
1 10 stewardship.
1 11 b. The special Iowa agriculture plates fee for letter
1 12 number designated plates is thirty-five dollars. The special
1 13 fee for personalized Iowa agriculture plates is twenty-five
1 14 dollars, which shall be paid in addition to the special fee of
1 15 thirty-five dollars. The annual special Iowa agriculture
1 16 plates fee is ten dollars for letter number designated
1 17 registration plates. The annual special Iowa agriculture
1 18 plates fee is fifteen dollars for personalized registration
1 19 plates, which shall be paid in addition to the regular annual
1 20 registration fee.
1 21 c. The special fees collected by the director under this
1 22 subsection shall be paid monthly to the treasurer of state and
1 23 credited to the road use tax fund. Notwithstanding section
1 24 423.24, and prior to the crediting of revenues to the road use
1 25 tax fund under section 423.24, subsection 1, paragraph "b",
1 26 the treasurer of state shall transfer monthly from those
1 27 revenues to the Iowa agricultural investment fund created in
1 28 section 159.21A, the amount of the special Iowa agriculture
1 29 plate fees collected in the previous month.
1 30 Sec. 2. NEW SECTION. 159.21A IOWA AGRICULTURAL
1 31 INVESTMENT FUND.
1 32 1. An Iowa agricultural investment fund is created in the
1 33 state treasury under the control of the department. The fund
1 34 is composed of moneys appropriated by the general assembly and
1 35 moneys available to and obtained or accepted by the department
2 1 from the United States or private sources for placement in the
2 2 fund. The fund shall include the fees credited by the
2 3 treasurer of state from the sale of special Iowa agriculture
2 4 license plates pursuant to section 321.34.
2 5 2. Moneys in the fund are appropriated to the department
2 6 exclusively to finance projects and activities that do any of
2 7 the following:
2 8 a. Promote market development for Iowa agricultural
2 9 products.
2 10 b. Provide information, education, and awareness about
2 11 agriculture in Iowa.
2 12 The department may initiate projects and activities or
2 13 award moneys to persons proposing projects or activities. The
2 14 department shall adopt rules for awarding moneys to persons
2 15 submitting proposals, including procedures for submitting and
2 16 criteria for selecting proposals.
2 17 3. Section 8.33 shall not apply to moneys in the fund.
2 18 Notwithstanding section 12C.7, moneys earned as income or
2 19 interest from the fund shall remain in the fund until expended
2 20 as provided in this section.
2 21 EXPLANATION
2 22 This bill amends Code section 321.34, which provides for a
2 23 number of special license plates and fees. The bill creates a
2 24 new provision for Iowa agriculture special plates with an
2 25 emblem promoting agriculture and family farm life in this
2 26 state. Moneys collected from the fees are deposited into an
2 27 Iowa agricultural investment fund administered by the
2 28 department. The moneys in the fund are appropriated to the
2 29 department for purposes of promoting market development for
2 30 Iowa agricultural products and providing information,
2 31 education, and awareness about agriculture in Iowa.
