  1  5  GREINER, GRONSTAL, HAMMOND, HANSEN, HARPER, HOLVECK,
  1  6  HORN, HOUSER, JENSEN, KIBBIE, KING, KRAMER, LAMBERTI,
  1  7    LORD, LUNDBY, MADDOX, McCOY, McKIBBEN, McKINLEY,
  1  8   MILLER, RAGAN, REDFERN, REDWINE, REHBERG, RITTMER,
  1  9  SCHUERER, SEXTON, SHEARER, SOUKUP, TINSMAN, VEENSTRA,

  1 11 A Resolution honoring and paying tribute to
  1 12    Auditor of State Richard D. Johnson upon his
  1 13    retirement from public office.
  1 14    WHEREAS, Richard D. "Dick" Johnson will retire this
  1 15 year after serving for 23 years as the Auditor of
  1 16 State; and
  1 17    WHEREAS, Richard D. Johnson is a native of Spencer,
  1 18 Iowa, and received his bachelor's degree in accounting
  1 19 from Drake University, and his CPA in this state; and
  1 20    WHEREAS, Richard D. Johnson began his career of
  1 21 public service as the Sheldahl City Clerk in 1959 and
  1 22 was the Mayor of Sheldahl for 11 years from 1964-1975;
  1 23 and
  1 24    WHEREAS, Richard D. Johnson was appointed as the
  1 25 Director of Finance for the Iowa Highway Commission in
  1 26 1968 and was appointed as the first Director of the
  1 27 Department of Transportation's Administration Division
  1 28 in 1975; and
  1 29    WHEREAS, Richard D. Johnson was appointed as the
  1 30 Director of the Department of Transportation's Motor
  2  1 Vehicle Division in 1978; and
  2  2    WHEREAS, Richard D. Johnson was appointed to the
  2  3 position of Auditor of State by Governor Robert Ray in
  2  4 1979 after the incumbent died; and
  2  5    WHEREAS, Richard D. Johnson is a six-time winner of
  2  6 statewide office and has never lost an election; and
  2  7    WHEREAS, Richard D. Johnson was instrumental in
  2  8 helping the state weather the budget crisis of the
  2  9 mid-1990s and earned the respect of persons of both
  2 10 parties for his political courage and his lack of
  2 11 partisanship; and
  2 12    WHEREAS, Richard D. Johnson has been nationally
  2 13 recognized for his expertise by being elected
  2 14 President of the National Association of State
  2 15 Auditors, Comptrollers and Treasurers; and
  2 16    WHEREAS, Richard D. Johnson is a former member of
  2 17 the Auditing Standards Board of the American Institute
  2 18 of CPAs, becoming the first Iowan to serve on that
  2 19 board; and
  2 20    WHEREAS, Richard D. Johnson was internationally
  2 21 recognized for his expertise when he was commissioned
  2 22 by the United States Department of State to help
  2 23 develop accounting and financial systems in new
  2 24 democracies in the former Soviet Union; and
  2 25    WHEREAS, Richard D. Johnson has been the faithful
  2 26 and respected "Watchdog of the Treasury" since 1979;
  2 27 NOW THEREFORE,
  2 28    BE IT RESOLVED BY THE SENATE, That the Senate
  2 29 honors and pays tribute to Richard D. "Dick" Johnson,
  2 30 upon his retirement from public office, for his
  3  1 unwavering integrity and for his many years of public
  3  2 service benefiting the citizens of Iowa; and
  3  3    BE IT FURTHER RESOLVED, That upon passage of this
  3  4 Resolution, an official copy shall be prepared for
  3  5 presentation to Auditor of State Richard D. Johnson.
