  1  4 PROVIDING FOR THE ESTABLISHMENT OF THE STATE PERCENT OF GROWTH
  1  5    FOR PURPOSES OF THE STATE SCHOOL FOUNDATION PROGRAM AND 
  1  6    PROVIDING AN APPLICABILITY DATE.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1 10    Section 1.  Section 257.8, subsection 1, Code Supplement
  1 11 2001, as amended by 2002 Iowa Acts, Senate File 2315, section
  1 12 1, is amended to read as follows:
  1 13    1.  STATE PERCENT OF GROWTH.  The state percent of growth
  1 14 for the budget year beginning July 1, 2001, is four percent.
  1 15 The state percent of growth for the budget year beginning July
  1 16 1, 2002, is one percent.  The state percent of growth for the
  1 17 budget year beginning July 1, 2003, is two percent.  The state
  1 18 percent of growth for each subsequent budget year shall be
  1 19 established by statute which shall be enacted within thirty
  1 20 days of the submission in the year preceding the base year of
  1 21 the governor's budget under section 8.21.  The establishment
  1 22 of the state percent of growth for a budget year shall be the
  1 23 only subject matter of the bill which enacts the state percent
  1 24 of growth for a budget year.
  1 25    Sec. 2.  APPLICABILITY.  This Act is applicable for
  1 26 computing state aid under the state school foundation program
  1 27 for the school budget year beginning July 1, 2003.
