PAG LIN 1 1 Section 1. ECONOMIC DEVELOPMENT AND WORKFORCE DEVELOPMENT 1 2 STUDY. 1 3 1. A person selected by the legislative council pursuant 1 4 to a request for proposals process shall conduct a study of 1 5 all economic-development-related and workforce-development- 1 6 related programs administered by state agencies, the funding 1 7 of such programs, and any programs administered by a state 1 8 agency which include as a part of the programs any inspection 1 9 of a business. The entity conducting the study shall also 1 10 examine the duties and responsibilities of any relevant state 1 11 authority, board, commission, committee, council, or 1 12 department and any subunits of such entities. 1 13 2. By December 15, 2002, the entity conducting the study 1 14 shall submit a report to the general assembly which includes, 1 15 at a minimum, all of the following: 1 16 a. Recommendations regarding, at a minimum, all of the 1 17 following: 1 18 (1) How economic-development-related, workforce- 1 19 development-related, and business-inspection-related programs 1 20 can be simplified. 1 21 (2) How any duplication of economic-development-related, 1 22 workforce-development-related, and business-inspection-related 1 23 programs can be eliminated. 1 24 (3) How economic-development-related, workforce- 1 25 development-related, and business-inspection-related programs 1 26 can be coordinated in an efficient manner which would allow 1 27 persons seeking assistance to contact one person in order to 1 28 receive all necessary information and assistance. 1 29 (4) Whether each individual economic-development-related, 1 30 workforce-development-related, and business-inspection-related 1 31 program is viable, whether each program is assisting in the 1 32 creation of jobs, and whether each program is providing 1 33 effective and efficient assistance to small businesses in this 1 34 state. 1 35 b. Identification of the relevant state authorities, 2 1 boards, commissions, committees, councils, and departments, 2 2 and any subunits of such entities that administer economic- 2 3 development-related, workforce-development-related, and 2 4 business-inspection-related programs. 2 5 c. A mission statement and indicator of success for each 2 6 economic-development-related, workforce-development-related, 2 7 and business-inspection-related program. 2 8 3. By August 1, 2002, the legislative fiscal bureau shall 2 9 submit information to the entity conducting the study 2 10 regarding the funding sources, the full-time equivalent 2 11 positions used, and the amounts of moneys received by state 2 12 agencies for economic-development-related, workforce- 2 13 development-related, and business-inspection-related programs. 2 14 4. The appropriate standing committees of the Eightieth 2 15 General Assembly shall consider the recommendations of the 2 16 report filed by the entity conducting the study in order to 2 17 determine any changes necessary to accomplish a more efficient 2 18 and effective manner of providing economic development, 2 19 workforce development, and business inspection assistance. 2 20 SF 2282 2 21 tm/cc/26
