  1  1    Section 1.  Section 602.6107, Code 2001, is amended by
  1  2 striking the section and inserting in lieu thereof the
  1  3 following:
  1  4    602.6107  REORGANIZATION OF JUDICIAL DISTRICTS.
  1  5    1.  The supreme court shall, beginning in the year 2002 and
  1  6 at least every ten years thereafter, review the division of
  1  7 the state into judicial districts in order to determine
  1  8 whether the composition or the total number of the judicial
  1  9 districts is the most efficient and effective administration
  1 10 of the district court and the judicial branch.
  1 11    2.  If the supreme court determines that the administration
  1 12 of the district court and the judicial branch would be made
  1 13 more efficient and effective by reorganizing the judicial
  1 14 districts, which may include expanding or contracting the
  1 15 total number of judicial districts, the supreme court shall
  1 16 develop and submit to the general assembly by November 15 a
  1 17 plan which reorganizes the judicial districts.  The
  1 18 legislative service bureau shall draft a bill embodying the
  1 19 plan for submission by the supreme court to the general
  1 20 assembly.  The bill shall take effect upon the general
  1 21 assembly passing legislation which is approved by the governor
  1 22 including an effective date for the reorganization of the
  1 23 judicial districts.  The general assembly shall bring the bill
  1 24 to a vote in either the senate or the house of representatives
  1 25 within thirty days of the bill's submission by the supreme
  1 26 court to the general assembly, under a procedure or rule
  1 27 permitting no amendments by either house except those of a
  1 28 purely corrective nature.  If both houses pass the bill, the
  1 29 bill shall be presented as any other bill to the governor for
  1 30 approval.
  1 31    3.  The composition of the judicial districts in section
  1 32 602.6107, Code 2001, and judicial election districts in
  1 33 section 602.6109, Code 2001, shall remain in effect until the
  1 34 division of the state into judicial districts and judicial
  1 35 election districts is modified pursuant to this section.
  2  1    4.  It is the intent of the general assembly that the
  2  2 supreme court prior to developing a plan pursuant to this
  2  3 section consult with and receive input from members of the
  2  4 general public, court employees, judges, members of the
  2  5 general assembly, the eight judicial departments of
  2  6 correctional services, county officers, officials from other
  2  7 interested political subdivisions, and attorneys.  In
  2  8 submitting a plan pursuant to this section, the supreme court
  2  9 shall also submit to the general assembly a report stating the
  2 10 reasons for developing the plan and describing in detail the
  2 11 process used in developing the plan.
  2 12    Sec. 2.  Section 602.6109, Code 2001, is amended by
  2 13 striking the section and inserting in lieu thereof the
  2 14 following:
  2 15    602.6109  JUDICIAL ELECTION DISTRICTS AND JUDGESHIPS.
  2 16    1.  The reorganized judicial districts established pursuant
  2 17 to section 602.6107 shall serve as judicial election districts
  2 18 for purposes of nomination, appointment, and retention of
  2 19 judges of the district court.
  2 20    2.  If the judicial districts are reorganized under section
  2 21 602.6107, the state court administrator shall reapportion the
  2 22 number of judgeships to which each judicial election district
  2 23 is entitled.  The reapportionment shall be determined
  2 24 according to section 602.6201, subsection 3.
