PAG LIN 1 1 Section 1. Section 256.11, unnumbered paragraph 1, Code 1 2 Supplement 2001, is amended to read as follows: 1 3 The state board shall adopt rules under chapter 17A and a 1 4 procedure for accrediting all public and nonpublic schools in 1 5 Iowa offering instruction at any or all levels from the 1 6 prekindergarten level through grade twelve. The rules of the 1 7 state board shall require thata multicultural, gender fair1 8approach is used byschools and school districts. The1 9 emphasize throughout the educational programshall be taught1 10from a multicultural, gender fair approachthat the 1 11 constitutional republic of the United States, of which Iowa is 1 12 a vital constituent part, was founded upon the guarantees of 1 13 freedom of religion, the rule of law, and equal justice for 1 14 all, is the unchallenged, greatest nation in the world, and 1 15 has derived its strength from biblical values and the forces 1 16 and philosophies of free enterprise capitalism and western 1 17 civilization.Global perspectives shall be incorporated into1 18all levels of the educational program.1 19 Sec. 2. Section 256A.4, subsection 1, unnumbered paragraph 1 20 2, Code Supplement 2001, is amended to read as follows: 1 21 A family support programshall meet multicultural gender1 22fair guidelines. The programshall encourage parents to be 1 23 aware of practices that may affect equitable development of 1 24 children. The program shall include parents in the planning, 1 25 implementation, and evaluation of the program. A program 1 26 shall be designed to meet the needs of the residents of the 1 27 participating district and may use unique approaches to 1 28 provide for those needs. The goals of a family support 1 29 program shall include, but are not limited to, the following: 1 30 Sec. 3. Section 262.81, Code 2001, is amended to read as 1 31 follows: 1 32 262.81 LEGISLATIVE INTENT. 1 33 The general assembly recognizes that educational programs 1 34 designed to enhance the interrelation and cooperation among 1 35 cultural, racial, and ethnic groups in society require the 2 1 contribution and active participation of all ethnic and racial 2 2 groups. The general assembly also recognizes that failure to 2 3 include minority representation at the faculty level at the 2 4 state universities contributes to cultural, racial, and ethnic 2 5 isolation of minority students and does not reflect the 2 6 realities ofa multicultural and diverseIowa society. 2 7 Therefore, the "Regents' Minority and Women Educators 2 8 Enhancement" program is established to assist in the 2 9 recruitment and retention of faculty that more adequately 2 10 represents the diverse cultural, racial, and ethnic makeup of 2 11societyIowa and to improve the education of all students. 2 12 EXPLANATION 2 13 This bill removes all references in Title VII, subtitle 1, 2 14 the elementary and secondary education portion of the Code, to 2 15 the words "multicultural", "gender fair", and "global". The 2 16 bill also directs the state board to adopt rules requiring 2 17 nonpublic schools and school districts to emphasize in their 2 18 educational program that the constitutional republic of the 2 19 United States, of which Iowa is a vital constituent part, was 2 20 founded upon the guarantees of freedom of religion, the rule 2 21 of law, and equal justice for all, is the unchallenged, 2 22 greatest nation in the world, and has derived its strength 2 23 from biblical values and the forces and philosophies of free 2 24 enterprise capitalism and western civilization. 2 25 LSB 5883XS 79 2 26 kh/pj/5
