1 1 Section 1. INSTANT LOTTERY GAME – RECREATIONAL BIKE
1 2 TRAILS.
1 3 1. The lottery commissioner shall develop and conduct,
1 4 pursuant to section 99E.9, an instant lottery game to benefit
1 5 recreational bike trails in this state. The instant lottery
1 6 game shall be conducted for one month during the fiscal year
1 7 beginning July 1, 2001, and ending June 30, 2002. The revenue
1 8 received from the sale of the bike trails instant lottery
1 9 tickets shall be deposited into a special account in the
1 10 lottery fund. Notwithstanding section 99E.10, after the
1 11 payment of prizes and the deduction of moneys authorized
1 12 pursuant to section 99E.10, subsection 1, paragraphs "a" and
1 13 "c", the remaining funds in the special account are
1 14 appropriated to the state department of transportation to
1 15 carry out the purposes of chapter 465B. In funding bike trail
1 16 projects pursuant to chapter 465B, the state department of
1 17 transportation shall allocate the proceeds of the special
1 18 account equally among the five congressional districts in this
1 19 state.
1 20 2. Not later than six months after the completion of the
1 21 instant lottery game provided for in subsection 1, the lottery
1 22 commissioner shall review the conduct of the instant lottery
1 23 game and the game's result and submit a report to the general
1 24 assembly pursuant to section 7A.11A.
1 25 EXPLANATION
1 26 This bill directs the lottery commissioner to develop and
1 27 conduct an instant lottery game for one month during the
1 28 fiscal year beginning July 1, 2001, and ending June 30, 2002,
1 29 for the benefit of recreational bike trails pursuant to Code
1 30 chapter 465B.
1 31 After the payment of prizes and deductions made for the
1 32 gambling treatment fund and expenses of conducting the instant
1 33 lottery game, the remaining moneys are to be appropriated to
1 34 the state department of transportation and allocated equally
1 35 among the five congressional districts to fund recreational
2 1 bike trail projects as provided in Code chapter 465B.
2 2 Not later than six months after completion of the instant
2 3 lottery game, the lottery commissioner shall review the
2 4 conduct of the instant lottery game and the game's results and
2 5 submit a report to the general assembly.
