  1  1    Section 1.  Section 257.31, subsection 7, unnumbered
  1  2 paragraph 1, Code 2001, is amended to read as follows:
  1  3    The committee may authorize a district to spend a
  1  4 reasonable and specified amount from its unexpended cash
  1  5 balance for either any of the following purposes:
  1  6    Sec. 2.  Section 257.31, subsection 7, Code 2001, is
  1  7 amended by adding the following new paragraph:
  1  8    NEW PARAGRAPH.  c.  The costs associated with increased
  1  9 utility expenses over the level of utility expenses incurred
  1 10 during the previous budget year.
  1 11    Sec. 3.  Section 257.31, subsection 7, paragraph c, Code
  1 12 Supplement 2001, is amended by striking the paragraph.
  1 13    Sec. 4.  EFFECTIVE DATES.  Sections 1 and 2 of this Act,
  1 14 being deemed of immediate importance, take effect upon
  1 15 enactment.  Section 3 of this Act takes effect June 30, 2003.  
  1 16                           EXPLANATION
  1 17    This bill provides that the school budget review committee
  1 18 may authorize a school district to spend a reasonable and
  1 19 specified amount from its unexpended cash balance to pay the
  1 20 costs associated with increased utility expenses over the
  1 21 level of utility expenses incurred by the school district
  1 22 during the previous budget year.  The provisions in the bill
  1 23 authorizing utilizing the unexpended cash balance to pay
  1 24 increased utility costs take effect upon enactment, and are
  1 25 repealed effective June 30, 2003.
