  1  4 RESTRICTING THE EXEMPTION IN THE PUBLIC RECORDS LAW FOR
  1  5    COMMUNICATIONS MADE TO GOVERNMENT BODIES.  
  1  6 
  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 22.7, subsection 18, unnumbered
  1 10 paragraph 1, Code 2001, is amended to read as follows:
  1 11    Communications not required by law, rule, or procedure, or
  1 12 contract that are made to a government body or to any of its
  1 13 employees by identified persons outside of government, to the
  1 14 extent that the government body receiving those communications
  1 15 from such persons outside of government could reasonably
  1 16 believe that those persons would be discouraged from making
  1 17 them to that government body if they were available for
  1 18 general public examination.  As used in this subsection,
  1 19 "persons outside of government" does not include persons or
  1 20 employees of persons who are communicating with respect to a
  1 21 consulting or contractual relationship with a government body
  1 22 or who are communicating with a government body with whom an
  1 23 arrangement for compensation exists.  Notwithstanding this
  1 24 provision:
