  1  1    Section 1.  ELDERLY SERVICES PROGRAM.  There is
  1  2 appropriated from the general fund of the state to the
  1  3 department of elder affairs for the fiscal year beginning July
  1  4 1, 2001, and ending June 30, 2002, the following amount, or so
  1  5 much thereof as is necessary, to be used for the purpose
  1  6 designated:
  1  7    For aging programs and services:  
  1  8 .................................................. $  1,500,000
  1  9    Funds appropriated in this section shall be disbursed by
  1 10 the director of the department of elder affairs for aging
  1 11 programs and services.  The funds are appropriated in addition
  1 12 to and shall not supplant amounts otherwise appropriated to
  1 13 the department for elderly services.  The funds shall not be
  1 14 used by the department for administrative purposes or to
  1 15 develop new programs or initiatives.  The funds shall be used
  1 16 to enhance existing programs and services for citizens of Iowa
  1 17 over 60 years of age for case management for the frail
  1 18 elderly, mental health outreach, Alzheimer's support, the
  1 19 retired senior volunteer program, resident advocate committee
  1 20 coordination, employment, adult day care, respite care, chore
  1 21 services, telephone reassurance, information and assistance,
  1 22 and home repair services, including the winterizing of homes,
  1 23 and for the construction of entrance ramps which make
  1 24 residences accessible to the physically handicapped.  
  1 25                           EXPLANATION
  1 26    This bill provides for an appropriation from the general
  1 27 fund of the state to the department of elder affairs for the
  1 28 fiscal year beginning July 1, 2001, and ending June 30, 2002,
  1 29 of $1,500,000 for aging programs and services.  The bill
  1 30 provides that the funds shall be in addition to and shall not
  1 31 supplant amounts otherwise appropriated to the department for
  1 32 elderly services, and that they shall not be used by the
  1 33 department for administrative purposes or to develop new
  1 34 programs or initiatives.  The bill provides that the funds
  1 35 shall be used to enhance specified existing programs and
  2  1 services for citizens of Iowa over 60 years of age.
