  1  1    Section 1.  Section 15.104, subsections 1, 2, 3, and 8,
  1  2 Code 2001, are amended to read as follows:
  1  3    1.  Develop and coordinate the implementation of a twenty-
  1  4 year comprehensive economic development plan of specific
  1  5 goals, objectives, and policies for the state.  This plan
  1  6 shall be updated annually and revised as necessary.  All other
  1  7 state agencies involved in economic development activities
  1  8 shall annually submit to the board for its review and
  1  9 potential inclusion in the plan their goals, objectives, and
  1 10 policies.
  1 11    2.  Prepare a five-year three-year comprehensive strategic
  1 12 plan of specific goals, objectives, and policies for state
  1 13 economic growth to implement the specific comprehensive goals,
  1 14 objectives, and policies of the state.  All other state
  1 15 agencies involved in economic development activities shall
  1 16 annually submit to the board for its review and potential
  1 17 inclusion in the strategic plan their specific strategic plans
  1 18 and programs.  The five-year three-year strategic plan for
  1 19 state economic growth shall be updated annually.
  1 20    3.  Develop a method of evaluation of the attainment of
  1 21 goals and objectives from pursuing the policies of the five-
  1 22 year and twenty-year plans three-year plan.
  1 23    8.  Review grants or contracts awarded by the department,
  1 24 with respect to the department's adherence to the guidelines
  1 25 and procedures and the impact on the five-year three-year
  1 26 strategic plan for economic growth.
  1 27    Sec. 2.  Section 15.106, subsection 8, Code 2001, is
  1 28 amended to read as follows:
  1 29    8.  Seek to implement the plans comprehensive strategic
  1 30 plan approved by the board under section 15.104, subsections 1
  1 31 and subsection 2.  
  1 32                           EXPLANATION
  1 33    This bill amends the strategic planning duties of the Iowa
  1 34 economic development board.  The bill eliminates the
  1 35 requirements of the board to coordinate and implement a 20-
  2  1 year comprehensive economic development plan for the state and
  2  2 to prepare a five-year strategic plan for state economic
  2  3 growth.  The bill provides that the board shall prepare a
  2  4 three-year comprehensive strategic plan of specific goals,
  2  5 objectives, and policies for state economic growth.
