  1  1    Section 1.  Section 28.1, Code 2001, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  6.  "Senior adult" means an individual who
  1  4 is sixty years of age or older.
  1  5    Sec. 2.  Section 28.2, subsection 4, Code 2001, is amended
  1  6 to read as follows:
  1  7    4.  It is anticipated that the scope of the initiative will
  1  8 expand as additional desired results are identified and agreed
  1  9 upon by communities and the state.  It is the intent of the
  1 10 general assembly to identify from time to time the additional
  1 11 desired results in statute.  In addition to the initial set of
  1 12 desired results identified in subsection 2, the desired
  1 13 results shall include communities that are supportive of
  1 14 senior adults.
  1 15    Sec. 3.  Section 28.4, subsection 7, paragraph b, Code
  1 16 2001, is amended to read as follows:
  1 17    b.  Pooling and redirecting of existing federal, state, or
  1 18 other public or private funds, including but not limited to
  1 19 those funds directed to senior adults and other age groups.
  1 20    Sec. 4.  Section 28.4, subsection 12, paragraph b, Code
  1 21 2001, is amended to read as follows:
  1 22    b.  With extensive community involvement, develop and
  1 23 annually update a ten-year plan for consolidating, blending,
  1 24 and redistributing state-administered funding streams for
  1 25 other age groups made available to community empowerment area
  1 26 boards, including but not limited to senior adults.  The focus
  1 27 for the early years of the initial ten-year plan shall be on
  1 28 the efforts of the Iowa board and affected state agencies to
  1 29 facilitate implementation of individual community empowerment
  1 30 area board requests for pooling, consolidating, blending, and
  1 31 redistributing state-administered funding streams for other
  1 32 age groups.
  1 33    Sec. 5.  Section 28.5, subsection 1, Code 2001, is amended
  1 34 to read as follows:
  1 35    1.  The purpose of a community empowerment area is to
  2  1 enable local citizens to lead collaborative efforts involving
  2  2 education, health, and human services programs on behalf of
  2  3 the children, families, and other citizens residing in the
  2  4 area.  Leadership functions may include but are not limited to
  2  5 strategic planning for and oversight and managing of such
  2  6 programs and the funding made available to the community
  2  7 empowerment area for such programs from federal, state, local,
  2  8 and private sources.  The initial focus of the purpose is to
  2  9 improve results for families with young children.  As a
  2 10 community empowerment area board increases the board's
  2 11 leadership capacity, the board may act to expand the focus and
  2 12 programs to address the needs of senior adults and other age
  2 13 groups.
  2 14    Sec. 6.  Section 28.7, subsection 1, paragraph b, Code
  2 15 2001, is amended to read as follows:
  2 16    b.  Administer community empowerment grant moneys available
  2 17 from the state to the community board as provided by law and
  2 18 other federal, state, local, and private moneys made available
  2 19 to the community board.  Eligibility for receipt of community
  2 20 empowerment grant moneys shall be limited to those community
  2 21 boards that have developed an approved school ready children
  2 22 grant plan in accordance with this chapter.  A community board
  2 23 may apply to the Iowa empowerment board to receive as a
  2 24 community empowerment grant those moneys which would otherwise
  2 25 only be available within the geographic area through
  2 26 categorical funding sources or programs, including those
  2 27 sources and programs directed to senior adults and other age
  2 28 groups.
  2 29    Sec. 7.  Section 28.9, Code 2001, is amended by adding the
  2 30 following new subsection:
  2 31    NEW SUBSECTION.  3A.  A senior adults grants account is
  2 32 created in the Iowa empowerment fund under the authority of
  2 33 the director of the department of elder affairs.  Moneys
  2 34 credited to the account shall be distributed by the director
  2 35 of the department of elder affairs in the form of grants to
  3  1 community empowerment areas pursuant to criteria established
  3  2 by the Iowa board in accordance with law.  
  3  3                           EXPLANATION
  3  4    This bill amends Code chapter 28, the community empowerment
  3  5 Act, to expressly authorize community empowerment areas to
  3  6 address needs of senior adults.
  3  7    Code section 28.1 is amended to add a definition of the
  3  8 term "senior adult" as a person who is 60 years of age or
  3  9 older.
  3 10    Code section 28.2, relating to the purpose and scope of the
  3 11 community empowerment initiative, is amended to add
  3 12 communities that are supportive of senior adults to the list
  3 13 of desired results for the initiative.
  3 14    Code section 28.4, relating to planning and other
  3 15 responsibilities of the Iowa empowerment board, is amended to
  3 16 specifically include a reference to senior adults in a
  3 17 directive for the Iowa board to coordinate and respond to
  3 18 requests from community boards for assistance in the pooling
  3 19 or redirecting of funding sources and in a general reference
  3 20 to other age groups to be addressed in a 10-year strategic
  3 21 plan to be developed by the board.
  3 22    Code section 28.5, relating to the purpose of a community
  3 23 empowerment area, is amended to specifically include senior
  3 24 adults and other age groups whose needs may be addressed by a
  3 25 community empowerment board.
  3 26    Code section 28.7, relating to responsibilities of a
  3 27 community empowerment area board, is amended to specifically
  3 28 include the funding sources and programs directed to senior
  3 29 adults and other age groups among those funding streams that a
  3 30 community level board may apply to the Iowa empowerment board
  3 31 for assistance in receiving as a community empowerment grant.
  3 32    Code section 28.9, relating to the Iowa empowerment fund,
  3 33 is amended to create a senior adults account within the fund.
  3 34 The account is placed under the authority of the director of
  3 35 the department of elder affairs to be used for grants to
  4  1 community empowerment areas pursuant to criteria established
  4  2 by the Iowa empowerment board.
