1 3 Sec. 2. Section 272.5, unnumbered paragraph 2, Code 2001,
1 4 is amended by striking the unnumbered paragraph.
1 5 Sec. 3. NEW SECTION. 272.5A EXECUTIVE DIRECTOR.
1 6 The governor shall appoint an executive director of the
1 7 board of educational examiners subject to confirmation by the
1 8 senate. The executive director shall possess a background in
1 9 education and administrative experience and shall serve at the
1 10 pleasure of the governor. The executive director shall employ
1 11 a legal counsel and other personnel consistent with chapter
1 12 19A and shall control the personnel administration of persons
1 13 employed by the board. The governor shall set the salary of
1 14 the executive director within the range established for the
1 15 position by the general assembly.
1 16 EXPLANATION
1 17 This bill provides that the governor, rather than the board
1 18 of educational examiners, shall appoint the board's executive
1 19 director, subject to confirmation by the senate. The
1 20 executive director shall serve at the pleasure of the
1 21 governor. The bill transfers responsibility for the
1 22 establishment of the executive director's salary from the
1 23 board to the governor. However, the salary range continues to
1 24 be that established for the position by the general assembly.
1 25 The bill provides that personnel employed by the director
1 26 shall be subject to the merit system established under Code
1 27 chapter 19A.
